Minutes: 

Tom Neunan, President of the Central West Coast Chapter of the Florida Public Relations Association, presented Sheila Weiss and the school district an award of distinction for Public Relations Programs. An award was presented for Sarasota County public school districts NeXt Generation Learning Programs and successful vote to extend the 1 mill tax referendum in March.  The program was recognized for how effectively it informed the public about a shared vision for an educational success and engaged communication participation in support of the referendum.

The second award was in the audio visual tools and public service video category on behalf of Sarasota County public schools tax referendum video, "Forward or Backwards" and the award was presented to Sarasota free lance photographer Jason Gaul and Channel 20, the school district's education channel. 

Three more certificates were presented to Sheila Weiss and the school district from the National Schools Public Relations Association and SPRA.  Golden Achievement Award for referendum success, Award of Merit for the video production, "Forward or Backwards" and an honorable mention for the district's NeXt Generation Brochure. 

Grace Carlson represented Voss & Associates.

In addition to the reading of the Hispanic Heritage Proclamation in Spanish, equipment was given to the Board members, Superintendent, Attorney, audience, etc. to show how the equipment is used for simultaneous interpretation for four different languages in addition to English.

Description

9. APPROVAL OF AGREEMENT BETWEEN THE SARASOTA COUNTY SCHOOL BOARD AND SARASOTA COUNTY, FLORIDA
Description

This agreement forms a partnership between Sarasota School District and Sarasota County Government for the effective removal of storm related debris.  The School District is providing two sites to serve as collection points from which non-hazard waste can be effectively disposed after a major disaster.

 

Recommendation
That the Board approve the Lease Agreement between the Sarasota County School Board and Sarasota County Government to utilize property at SCTI South as a Debris Management Site.

Description

11. AGREEMENT FOR THERAPY SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND INVO HEALTHCARE ASSOCIATES, INC.
Description

The School District has contracted for occupational therapy, physical therapy and speech therapy services when there is a shortage of staff available for direct hire. Invo Healthcare Associates, Inc. is a new vendor that has indicated a willingness to contract with the district for staff in these critical shortage areas.  Funds to support the contract are within the Pupil Support Services budget.



Recommendation

That the agreement for therapy services between the School Board of Sarasota County and Invo Healthcare Associates, Inc., in the amount of $225,000, be approved as presented.

12. APPROVAL OF THE PROPOSED AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND GMS PARTNERS, INC.
Description
GMS Partners, Inc. will work with Sarasota County Public Schools to bring the Superintendent's NeXt Generation vision to life for the district's high school students and their families; to facilitate the development and implementation of a comprehensive strategy to guide reform in all of the district's high schools; to provide technical assistance and support directly to schools, and to school and district leadership.  The term of the agreement is for a period of three years beginning August 1, 2006 through July 31, 2009, with a flat fee of $446,000 due the first year.  Payment for year one is due as follows:  $111,500 due upon signature and three equal payments of $111,500 due in January 2007, May 2007 and July 2007.  Payment for year two and year three will be defined each year in April.

Recommendation
That the proposed agreement between the School Board of Sarasota County, Florida, and GMS Partners, Inc. be approved.

13. APPROVAL OF CONTRACT WITH YMCA AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE AFTER SCHOOL TUTORIAL SERVICES TO HOMELESS STUDENTS DURING SCHOOL YEAR 2006-07
Description

The YMCA will provide after-school tutorial services for homeless students at various locations throughout Sarasota county for the 2006-2007 school year.  The contract will not exceed $25,000.00, and is being paid from Title I funds as stipulated in the grant application.



Recommendation
That the School board approves the contract with the Sarasota YMCA to provide after-school tutorial services to homeless students for the 2005-2006 school year.
14. APPROVAL OF CONTRACT WITH CLUB Z! IN-HOME TUTORING SERVICES AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATIONAL SERVICES TO TARGETED STUDENTS OF TITLE I SCHOOLS FOR 2006-2007
Description
Club Z! In-Home Tutoring Services will provide one-on-one tutoring in language arts, reading, writing, and mathematics either before or after school or on weekends, according to the preference of the student's parent/guardian in the parent's home or a designated locale.  Tutoring sessions will last to 1 1/2 hours at $59.38 an hour.  This contract will not exceed $950.00 per student and is paid from Title I Funds as stipulated in No Child Left Behind.

Recommendation
That the School Board of Sarasota County approves the contract with Club Z! In-Home Tutoring Services to provide SES tutorial services to targeted Title I students.

15. APPROVAL OF CONTRACT WITH BRIGHT SKY LEARNING, LLC AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATIONAL SERVICES TO TARGETED STUDENTS OF TITLE I SCHOOLS FOR 2006-2007
Description
Bright Sky Learning, LLC will provide reading and math instruction after school at the the locations of the Boys and Girls Club of Sarasota.  Tutoring will last one hour at the rate of $44.00 per hour.  This contract will not exceed $950.00 per student and is paid from Title I funds as stipulated in No Child Left Behind.

16. MEMORANDUM OF UNDERSTANDING BETWEEN NEW COLLEGE OF FLORIDA AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description

The provider agrees to provide two science lectures and hands-on experiences for one or more science classes at Booker Middle School, two guided nature walks for students and their families, and at least one interpretive field trip for Booker Middle School science teachers to an environmentally sensitive nature area during the 2006-2007 school year.

The provider also agrees to provide a Science Outreach for Students (SOS) Coordinator; to initiate science lectures by October 20, 2006, and complete all activities as outlined in the Memorandum of Understanding by May 27, 2007; and provider will bear the cost of fingerprinting/background checks of students.



Recommendation
That the Memorandum of Understanding between New College of Florida and the School Board of Sarasota County be approved.

17. APPROVAL OF CONTRACT WITH ATS PROJECT SUCCESS AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATIONAL SERVICES TO TARGETED STUDENTS OF TITLE I SCHOOLS FOR 2006-2007
Description
ATS Project Success will provide a computer and internet services for tutoring in math and reading at student's home.  Tutoring sessions will last at least an hour at $60.00 per hour.  This contract will not exceed $950.00 per student and is paid from Title I funds as stipulated in No Child Left Behind.

Supplemental Instructional Services, Inc. (Si2) will provide tutoring in language arts and/or math to individual or small groups (max. 5 students) before or after school or early evening/Saturday morning as needed.  Sessions will be held for a minimum of one hour per week and the hourly rate is $45.00 per student in small groups, or $70.00 for individual tutoring.  This contract will not exceed $950.00 per student and is paid from Title I funds as stipulated in No Child Left Behind.

Recommendation
That the School Board of Sarasota County approve the contract with Supplemental Instructional Services (Si2) to provide SES tutorial services to targeted Title I students.

22. APPROVAL OF THE CONTRACTED SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND FRANCES E. SOSADEETER AS INDEPENDENT CONTRACTOR
Description

The Parent Outreach Facilitator will increase involvement among the parents of LEP students by assisting with concerns in negotiating the school system and providing relevant training that will empower parents as they work with their children at home.

For the Migrant Program, Ms. Sosadeeter will identify, recruit, and serve all migrant children and youth in Sarasota County and will input and maintain all relevant migrant data.

This contract is to be paid with Title I-Part C and Title III grant funds, from September 16, 2006 through June 30, 2007.



Recommendation
That the School Board of Sarasota County approve the contract in the amount of $36,000.00, with independent contractor Frances E. Sosadeeter, to serve as Parent Outreach Facilitator and Migrant advocate.
23. APPROVAL OF RENEWAL OF CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND VOSS ASSOCIATES
Description
The School Board shall contract with Voss and Associates for communication services and staff training/School Board.

Recommendation
That the Board approve the renewal of the contract between the School Board of Sarasota County, Florida, and Voss and Associates.
24. PROPOSED SETTLEMENT AGREEMENT REGARDING SARASOTA COUNTY'S COMPREHENSIVE PLAN
Description
In July 2006, the School Board submitted to the Florida Department of Community Affairs a challenge to the Sarasota County Board of County Commissioners' April 2006 adoption of its Comprehensive Plan.  The School Board subsequently asked that planning and legal staff work with the county's staff in an attempt to settle the matter prior to a hearing.  The attachment includes the proposed settlement agreement and county ordinance, to be considered by the County Commission on September 26 and 27.

Recommendation
That the School Board approve the Settlement Agreement with Sarasota County as presented.
GRANTS

25. APPROVAL OF THE ROADS TO READING GRANT APPLICATION TO THE EDUCATION FOUNDATION FOR HERON CREEK MIDDLE SCHOOL
Description
COMPETITIVE: Grant funds will provide before and after school academic remediation assistance with certified teachers.

Recommendation
That the School Board of Sarasota County approve the Roads to Reading grant application.
FIELD TRIPS

26. APPROVAL OF THE BOOKER HIGH SCHOOL DANCE DEPARTMENT FIELD TRIP TO NORFOLK, VIRGINIA, ON FEBRUARY 28, 2007 THROUGH MARCH 4, 2007
Description

Participating students will be given the opportunity to take classes with professional faculty in ballet, modern, jazz, and african dance at the Regional High School Dance Festival.  Students will also meet with college recruiters and audition for college and summer program scholarships.



Recommendation
That the Booker High School Dance Department field trip to Norfolk, Virginia, on February 28, 2007 through March 4, 2007, be approved.
27. APPROVAL OF THE VENICE HIGH SCHOOL JROTC FIELD TRIP TO MONTGOMERY, ALABAMA, ON FEBRUARY 2, 2007 THROUGH FEBRUARY 4, 2007
Description

This is an annual trip in which the JROTC drill team competes against 225 high schools for the National Indoor Drill Team Championship.



Recommendation
That the Venice High School JROTC field trip to Montgomery, Alabama, on February 2, 2007 through February 4, 2007, be approved.
EXPULSIONS

28. EXPULSION CASE NO. 06-156
Description
The student listed in Expulsion Case No. 06-156, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On November 17, 2007, the student listed in Expulsion Case No. 06-156, violated School Board Policy 5.34 (1)(f), threat to School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.

Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-156, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year.
29. EXPULSION CASE NO. 06-160
Description

The student listed in Expulsion Case No. 06-160, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On December 14, 2005, the student listed in Expulsion Case No. 06-160, violated School Board Policy 5.34(1)(d), Lewd or Lascivious Act.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.



Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student parent, the recommendation as specified in Expulsion Case No. 06-160, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year.

Description

35. APPROVAL TO AWARD BID #7011 TO PROVIDE AND INSTALL CEILING TILE
Description
A bid to 'Provide and Install Ceiling Tile' was received from one vendor on August 22, 2006.  The bid of Gator Gypsum, Inc., was the best low bid meeting the advertised specifications and is within budgetary guidelines.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department. 

Recommendation

That the bid of Gator Gypsum, Inc., to 'Provide and Install Ceiling Tile' in an amount not to exceed $50,000.00, be approved for award and purchase.

36. APPROVAL TO AWARD BID #7012 FOR SECURITY SYSTEM INSTALLATION, REPAIRS AND PARTS
Description
Bids to provide 'Security System Installation, Repairs and Parts' were received from eight vendors on August 22, 2006.  The bids of Anixter, Inc., and Graybar Electric as primary vendors and Silmar Electronics, Inc., as secondary vendor for parts; and Statewide Surveillance Systems as primary vendor and Integrated Services Corporation as secondary vendor for installation and repair services, were the best bids meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one year periods.  The funds for these are contained in the capital budget allocated to the Telecommunications Department.

Recommendation

That the bids of Anixter, Inc., and Graybar Electric as primary vendors and Silmar Electronics, Inc., as secondary vendor for parts; and Statewide Surveillance Systems as primary vendor and Integrated Services Corporation as secondary vendor for installation and repair services, to provide 'Security System Installation, Repairs and Parts' in an amount not to exceed $1,000,000.00, be approved for award and purchase.

Description
The contractor has prepared the Certificate of Substantial Completion.  The project is substantially complete in accordance with the contract documents.

That the work performed by Jon F. Swift, Inc., for Fruitville Elementary water pipe epoxy coating in Buildings 1, 2, and Administration, be accepted as substantially complete as of August 28, 2006.
CONSTRUCTION

43. APPROVAL OF THE DELETION FOR DEMOLITION OF PORTABLES #99-302, #99-408, #99-422, #99-453, #99-454, AND #99-476 AT SARASOTA MIDDLE SCHOOL
Description

The specified portables recommended for demolition have been inspected by Facilities Services and Construction Services staff and are deemed to no longer be economical or renovate.  These portables are currently being utilized for various purposes as outlined on the enclosure.  Funds for demolition are available in the capital projects account.



Recommendation
That the deletion of Portables #99-302, #99-408, #99-422, #99-453, #99-454 and #99-476 at Sarasota Middle School from the F.I.S.H. inventory for demolition be approved as presented.

Minutes: Board member Kathy Kleinlein was concerned that a parent was able to walk into one of the elementary schools and take pictures of the children. The district has a policy that all visitors must check into the main office and go through the raptor procedures and you cannot take photos of other children without the parent's permission.  Parent was stopped afterwards or during the time that the parent was noticed by staff members.  Schools need to be reinformed as to what the district's policy is.
